Position Description Position Overview The Design Services Group is a diverse team of professionals, including engineers, architects, landscape architects, engineers-in-training, architect interns, designers, and constructability technicians, dedicated to providing comprehensive design and construction support services.
The Project Manager is essential for guiding projects from pre-planning through to completion. As the project's subject matter expert, the Project Manager leads communication with the project team, internal and external resources, client staff, and county leadership. They leverage their credentials and expertise to ensure quality assurance, quality control (QA/QC), and the timely delivery of project milestones.
While the primary focus will be on potable water and wastewater infrastructure projects, the Project Manager's role may also extend to other infrastructure projects and engineering tasks that align with their expertise.
Job Duties and responsibilities - Deliver projects from pre-planning through all the project phases to close out.
- To include coordinating resources, developing scopes of work, schedules, risk assessments, cost estimates, and expediting deliverables as needed.
- Prepare construction documents including plans, cost estimates, and specifications.
- Facilitate and negotiate consultant procurement and manage internal and external resources to develop the project delivery team, scope, schedule, budget during all phases.
- Coordinate efforts with project delivery team to prepare the final deliverables required in each phase of the projects.
- This will normally include summary exhibits, engineer reports and/or permitted plan sets and specifications.
- Review, QA/QC plans and professional documents within your professional expertise on projects as needed to support grant, county, and client requirements.
- Ensure deliverables meet client's preferences, Engineering Department's standards, regulatory compliance, and
- permitting requirements. Troubleshoots conflicts that may arise and works with project team and client on acceptable alternatives.
- Evaluate and perform risk management to achieve project scope, schedule, and budget expectations.
- Coordinate and communicate effectively with management, Harris County elected officials and representatives, external agencies, and with the public as necessary.
- Assist with recovery effort following local disasters to ensure Harris County has safe infrastructure following the event.
- Adapt when emergency or short turnaround projects arise is needed.
- Prepare grant applications.

Experience: - Minimum four (4) years of experience managing infrastructure projects.
- Minimum one (1) year of experience designing potable water or wastewater infrastructure projects, can be concurrent.
- Experience in civil design software, preferably Civil 3D
- Ability to read, interpret, and create construction plans, estimates, and specifications.
Licensure: - Valid Texas Driver's License upon hire, a good driving record
- PE License in the State of Texas or, will be able to obtain PE license in 6 months.
Knowledge, Skills, and Abilities (KSAs): - Excellent written and oral communication skills
- Experience in civil design software, preferably Civil 3D
- Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
- Ability to read, interpret, and create construction plans, estimates, and specifications.
- Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.
- Ability to drive a county vehicle to various job sites as needed to accomplish tasks and projects.

Preferences Experience: - Working knowledge of Harris County Regulations, Standards, and Details.
- Bilingual Spanish.
- Experience coordinating with external agencies (e.g., COH, TCEQ, etc.).
- Additional experience beyond the required in infrastructure design and construction.
- Experience in Community Development Block Grants
- Proven ability to lead negotiations with consultants, developers, other agencies, and stakeholders to procure resources and formalize cooperative relationships that achieve goals.
Knowledge, Skill & Abilities (KSAs): - Project Management Professional (PMP) Certification
General Information Position Type, and Typical Hours of Work:
- Full-Time | Regular | 40 hours per week
- Hybrid schedule: Three days in the office and two days working from home.
- Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary:
- Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure:
- Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
- This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
