Position Summary:

Under the direction of the Fire Chief, the Division Chief/Fire Marshal manages and coordinates the activities and operations of the Prescott Fire Department's Community Risk Management Division. This critical leadership role involves planning, organizing, and directing activities within the division, overseeing fire prevention, risk mitigation strategies, and code enforcement. The Division Chief/Fire Marshal also serves as the Emergency Manager for the City of Prescott, coordinating emergency management activities. The position provides strategic direction, responds to emergency incidents, and is a key member of the Fire Department Senior Leadership Team, contributing to strategic decision-making and departmental operations.

Distinguishing Characteristics:

This position has supervisory responsibilities. Under general direction, this job class is expected to exercise independent judgment and make sound decisions in the disposition of daily activities.

Essential Duties:
  • Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs.
  • Works collaboratively with the executive team and command staff to participate in decisions that guide the department toward accomplishing the mission and vision.
  • Provides work direction and supervision to assigned staff, including planning, prioritization, review of work and evaluation; recruits and makes hiring recommendations for positions; and oversees the training, organization, and discipline of personnel.
  • Recommends and administers policies and procedures; oversees and participates in the development of new fire/life-safety related programs.
  • Prepares specialized budgets related to assigned activities; assists in budget implementation; participates in forecast of additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget.
  • Facilitates the implementation of organizational strategic planning documents to implement risk reduction and response initiatives.
  • Supervises personnel including provision of timely performance evaluations; recommends and implements approved discipline; provides staff development; and maintains high standards necessary for efficient, professional operations.
  • Conducts and documents formal and informal counseling sessions with subordinates; corrects work deficiencies and develops work skills; anticipates and resolves potential problems that may affect job performance.
  • Monitors compliance with policies, standards, procedures, and guidelines.
  • Assists in developing and implementing short and long-term strategic plans in support of Department goals and objectives.
  • Responds to major alarms; personally, directs activities as necessary; participates in on-call Chief Officer programs as needed.
  • Models appropriate professional conduct; maintains appropriate confidentiality of sensitive information; complies with and supports City policies and procedures, labor laws, and MOU provisions.
  • Represents the Department to outside groups and organizations; participates in outside community and professional forums; provides technical assistance as necessary; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence as needed.
  • Coordinates efforts with other City, county, state, and federal emergency response agencies.
  • Assures City personnel/volunteers work in a safe manner; follows safety requirements; monitors and assures compliance with local, state, and federal regulations and other legal requirements.
  • Assists and supports emergency planning and response programs.
  • Assists with emergency planning and emergency operations center functions during emergencies and Emergency Operations Center (EOC) activation.
  • Performs other duties as assigned.
Division Specific Duties:
  • Develops comprehensive community risk reduction programs to minimize fire hazards and enhance public safety.
  • Lead and manage the Community Risk Management Division, including fire prevention, public education, fire investigation, and code enforcement.
  • Oversee enforcement of fire codes, ordinances, and regulations, conduct fire inspections, plan reviews, and fire investigations.
  • Recommend/administer policies and procedures; develop new fire/life-safety
  • Collaborate with city departments, community organizations, and stakeholders to enhance public safety.
  • Represent the Department in external groups and forums; provide technical

Qualifications:

Education and/or Experience:

Bachelor's degree in Fire Science, Fire Prevention, Fire Investigation or a related field and five (5) years of progressively responsible fire service management experience, including three (3) years in a leadership role of community risk management programs; demonstrated experience in plan review for both residential and commercial occupancies and demonstrated experience in emergency management functions.

Due to the potentially diverse professional background of applicants for this position, a combination of experience and qualifications may be considered for any of the minimum requirements for this position.

Licensing, Certification, and Other Requirements:
  • ICC Fire Inspector II, or equivalent.
  • ICC Fire Plans Reviewer, or equivalent.
  • IAAI - International Association of Arson Investigations (IAAI) FIT Certification (or will obtain within 1 year of hire date).
  • Hazardous Material Operations certification or higher or an equivalent rating from another state.
  • Current Healthcare Provider level CPR certified.
  • NIMS 100, 200, 300, 400, 700, and 800 certifications through the Federal Emergency Management Agency.
  • S130/190 or higher certification.
  • S215 or will obtain within 1 year of hire date.
  • Must possess and maintain a valid driver's license with an acceptable driving record.
Preferred Qualifications:
  • Master's degree in a related field
  • CFSE Fire Marshal Designation or International Code Council (ICC) Fire Marshal Certification.
  • CPSE Chief Fire Officer Designation
  • IAAI - International Association of Arson Investigations (IAAI) CFPE Certification, or Arizona Certified Fire Investigator Level 4, or National Association of Fire Investigators (NAFI) Certified Fire & Explosion Investigator (CFEI).
  • Current or renewable Emergency Medical Responder, Emergency Medical Technician-Basic, or Paramedic and/or ability to obtain within 6 months of hire.
  • Demonstrated work experience in an accredited fire service organization, including jurisdictions with a high degree of wildland risk and historic buildings.
  • Demonstrated work experience in emergency management or leadership roles on an incident management team.
  • Demonstrated work experience in public education and media relations.

Physical Demands And Working Conditions:
  • Most work is performed in a normal city office environment; work is also performed in the field responding to emergencies and is subject to potential personal danger.
