Job Description
SUMMARY: Participates in the attainment of business objectives by supporting new business through specialized support in the structuring, negotiating, and monitoring of domestic and international contracts.
DUTIES AND RESPONSIBILITIES:
- Provides expertise in the Federal Acquisition Regulation (FAR), and agency supplements.
- Manages the subcontracting functions of the company to include negotiating and authoring subcontracts, modifications, and correspondence with the subcontractor pool
- Leads or assists significantly with negotiations of scope, complexity, cost, and price.
- Manages company compliance filings to include representations and certifications in the System for Awards Management (SAM).
- Works within the Alaska Native Corporation (ANC) definitions and guidelines in the FAR.
- Authors, negotiates, and executed Non-Disclosure Agreements, Teaming Agreements, and Contractor Teaming Arrangements.
- Tracks and reports to senior management and executives on contract timeframes, deliverables, scope, and ceiling / funding.
- Serves as liaison between the contractor and government auditing entities (e.g., DCAA, DCMA, etc.)
- Manages compliance with General Services Administration (GSA) Federal Supply Schedules per FAR Part 38.
- Manages contractor compliance with government systems such as Contractor Performance Assessment Reporting System (CPARS)
- Conducts annual self-assessments for IDIQ awards, Multiple Award Contracts (MACs), and Government-Wide Acquisition Contracts (GWACs)
- Studies to obtain Subject Matter Expertise (SME-level knowledge) in acquisition regulations for new contracts (contracts with clients that are new to the company’s book of business)
- Processes all types of contractual documents including but not limited to award documentation, modifications, amendments, correspondence, subcontracts, agreements, Memorandums Of Understanding, and other contractually significant documentation
- Provides initial review, evaluation, and approval of complex bids/proposals and contracts.
- Ensures bids/proposals and contracts are in line with company’s overall business practices, pricing strategies, business goals, and margin objectives.
- Resolves complex business and legal problems and issues.
- Structures, drafts and negotiates complex agreements/contracts between company and customers and/or partners.
- Advises and train sales, professional services, operations organizations, and others on business practices and contractual issues.
- Develops practices and approaches to complex problems and issues requiring research, creativity, and development of new approaches for evolving business.
- Administers, manages, and communicates contracts from sales cycle through delivery, including approval of business and legal terms, contract activation, contact imaging, and contract database.
- Provides front-end expertise to internal and external customers on transaction structuring and drafting as it impacts on administrability, payment, and repayment mechanisms, covenant and security administration, and post-signing risk mitigation.
- Oversees maintenance of contract files and database.
- Provides necessary reports and project status information to management and other appropriate staff.
- Hires and supervises contract specialists, coordinates training and development of staff.
- Provides day-to-day guidance and oversight of subordinates; actively works to promote and recognize performance.
- Keeps up to date on overall activities of the team, identifying problem areas and taking corrective actions.
- Performs other related duties as assigned by management.
QUALIFICATIONS:
- Bachelor’s degree (B.S. or B.A.) in related field or an equivalent combination of education, training, and experience
- Five to ten years of federal government contracting or related experience
